This is great news, right!? I assume my interpretation is correct… Anyone interpret the Chief differently?

1) I live in Magnolia, therefore if my intention is to access the Mag Bridge via 14th Ave W (or W Galer St) then I can use the the BAT lanes (whenever I want, all hours) beginning at W Mercer St.

2) Everyone can use the BAT lanes outside the posted hours, regardless of your start point, end point, or final destination.

Hold on a minute . . . The way I read the signs, you can use the BAT lanes outside of the posted hours, but you have to turn right at the next intersection 24 hours a day, 7 days a week. The signs don’t say RIGHT TURN ONLY 7-9 AM (or 4-6PM) they say RIGHT TURN ONLY and any time of the day, if you don’t turn right, you’re breaking the law.

well, it says RIGHT TURNS PERMITTED. If it was mandatory the sign would say RIGHT LANE MUST TURN RIGHT as it does on Aurora by the Albertson’s and KMart area.

The chief clearly states “Specifically, this means that drivers may use this as a normal lane outside the posted hours.” I don’t know how you’d interpret “normal lane” as “right turns only”.

And mag98199, if your interpretation was correct, why would they list hours at all? There’d be no need. This has always been the crux of the confusion.

Who’d the chief send this letter to, anyway? I can’t find any reference to it on the SPD or city sites or the local papers. I’d like to keep a full copy in my car as I drive merrily down the BAT lanes, LOL…

The letter from the chief was sent to Gene Hoglund who is a trustee with the Magnolia Community Club. It was in response to the issues raised by that group and others at the community meetings etc. The MCC sent the letter on to us. It is not being reported anywhere else because we are the only organization that covers only Magnolia news!

I don’t think the rules are clarified enough.

There are separate signs at intersections that read “Curb lane must turn right except buses and bicycles.” You can see one here

I they might have removed them northbound between Mercer Place and W Galer St. for bridge users, but they are still up at other intersections.

Traveling through
an intersection in the BAT lane would be a violation, whether you were abiding by the sign at the top of this story or not.

Is Gil aware of this?

The BAT lanes signs say 7-9 am or 4-6 pm but the RIGHT TURN ONLY signs don’t list hours, they just say RIGHT TURN ONLY.

OMFG. How inept can the transportation department be. Seriously!

I agree with some that the combination of signage posted above, with one below the other, should reasonably be interpreted to mean that the lane is restricted to busses from 7-9 and that others are allowed in the lane during that period for right turns.

It is not reasonable to interpret that combination of signs to mean that cars can use that lane only for right turns, 24/7. If that were the case, I suppose you would have to say that busses could use it for right hands only too, except for 7-9. Ridiculous.

But as Newsie points out, there are other signs that add to the confusion.

For now, the ambiguity continues.

You would think that this city could post a sign that the general public at large could CLEARLY understand without having to take a class at UW: “Road Signs: A Field Guide of 21st Century Interpretive Study” taught by Prof. N.O. Wayout

The signs remain ambiguous, indisputably. I spent many years managing consumer software product development and can say that user interface and industrial design is a profession that’s not easy to master… but SDOT’s failed the test here. I sent a polite critique to SDOT last fall and got a polite but ultimately defensive and condescending response, so I gave up.
