Homeless tent camps may find permanent home in Magnolia

The Nickelsville homeless tent camp is supposed to move out of its current location in the U-District on November 15.  But instead of being forced to find another temporary home, it could soon have a permanent one in Magnolia.

A citizens panel appointed by Mayor McGinn recommends that Seattle put a permanent homeless encampment on city land within a month and open up parks and the basement of City Hall to people with nowhere else to sleep. 

KING 5 and our news partner the Seattle Times report the potential sites include two in the Magnolia/Interbay area. One location is on city property under the Magnolia Bridge next to the playfield (1451 23rd Ave W) and the other is the Interbay substation at 3222 17th Ave W.  The remaining sites are in Haller Lake, West Seattle, and South Seattle.

The citizens panel will now look over the list and make its recommendation.  You may remember that Nickelsville spent time in Discovery Park back in 2008.  We’ll continue to track developments and bring you reaction throughout the week.

    So these are law-abiding citizens who need a place to sleep peacefully. The best we can offer them as a society is a cement parking lot that is moved periodically? I think we should feel honored that we have vacant land to offer in our close-in neighborhood. Neither plot is even near residential housing. Luckily they could take a bus to get to some resources.

    Seattle’s management of the homeless problem beggars belief. The strategy seems to be to treat them as if it’s a life choice, and to go as far as possible to facilitate their way of life and as little as possible to help them out of it. Many of these people are mentally ill and need treatment; those that aren’t need to be helped back into society. Building a ghetto so that they can continue to just barely subsist doesn’t help them, and it is bad for Seattle too. It is time to stop treating the symptoms of homelessness, and target the cause. End homelessness, don’t promote it.

    I believe in helping people that are down on their luck and need a hand getting back on their feet. I don’t believe Tent City is that situation. My understanding is that the people in Tent City are homeless by choice and usually have no plans to get permanent housing. I’ve also heard horror stories about SHARE not screening their tenants. If this is not true, please correct me.

    For me, this isn’t a case of NIMBYism. Neither Magnolia site is in my backyard. I do question why the city would consider putting a permanent camp for the chronically homeless in the middle of any residential area, be it Magnolia, north Seattle or West Seattle. I have a feeling this is a case of a collective guilty conscience throwing a “solution” at the group that makes the most noise.

    Alexander,tThey’re from places farther away than Everett. Seattle is very as a “tolerant” city to the homeless so we’re drawing them in from all over the country. This is placing a drain on the City and State finances.

    We need laws that are comparable to the rest of the nation so we need receive a disproportionate share of the homeless population.

    The “operators” of Nickelsville are SHARE/WHEEL, the same people that operate Tent City 3 & 4.
Scott Morrow is their founder.
Leo Rhodes is their “treasurer”.
Anitra Freeman is their president.
This is not some random group of people off the streets.
The majority of the Nickelsville residents are made up of people brough over from SHARE/WHEEL’s two tent cities in order for them to force their agenda to live rent free on public property, something the rest of us would be arrested for.

    How will this tent farm help Leo Rhodes, SHARE leader and living in a tent for over 20 years and now maître d’ at Nickelsville.

    That’s not 20 days.

    That’s not 20 weeks.

    That’s not even 20 months.

    20 YEARS.

    he’s not homeless, he’s a happy camper.

    What a way to go Seattle Mayor and City Council! Let’s close community centers and lay off community coordinators so we have enough money to house the homeless. When the taxpaying residents move out of the City who will pay for these services? The homeless nationwide are hearing how willing Seattle is to spend money on the homeless. Next thing the City will do is send money to other cities to give the homeless bus tickets to Seattle.

    I’m actually surprised that McGinn thinks it’s a good idea to put a homeless encampment right where cruise ships come and go. What an impression that will make for people coming to Seattle for the first time. Smith Cove has so many neighbors that would likely fight this location (cruise companies, pier tenants, Palisades, marina tenants, etc) that I’m baffled McGinn wants the hassle.

    Quite the self-serving group if you ask me. They all receive Human Services money from the City of Seattle.

    When Nickelsville was first formed, they were offered immediate shelter space. Every one of them refused. When they started asking for a permanent place, they were offered an indoor hangar at Sandpoint to set up their tents. They refused, because they wanted to “remain visible” and make a political statement.

    Fred is completely on target about who is behind this – SHARE, and Scott Morrow in particular. This has very little to do with providing help for the homeless, and everything to do with providing a permanent, free place to live for the homeless-by-choice contingency.

    There are far better ways to provide REAL help for those who need it. Our money needs to be spent on real social services, real outreach to the chronically homeless, and real shelter services. This is just a ploy to loosen your wallet, and get some freebies. Don’t be fooled.

    I think this will be fine. The dozens of police officers assigned to Magnolia will monitor. The children can go to the local Magnolia high school. The Magnolia Bridge will provide refuge to residents during an earthquake. The West Point Treatment Plant will provide an odorous reminder of the “beauty” of the city. The low-flying and loud planes from Boeing field will inspire them about the world’s technological wonders. The “hump” formerly known as the City dump will give them a vision of how far Seattle has come. The Village’s vast community health services will be a short jaunt away. The ability to visit their formerly-homeless friends in Discovery Park’s “new” homeless housing will be a short bike ride away. The reduced library and community center hours will provide them ample opportunity to pursue other worthwhile endeavors. No more naysaying. This is going to be great.

    Guess what? I don’t want homeless people living near me. And seriously I am not apologizing for this.
    Anyone that says problems will not follow in some form to whatever neighborhood this tent city lands in is simply deluding themselves in self righteousness.
    I don’t think there is a simple solution, but more than anything I hate being told that i am less of a person simply because I would not support this. I chose to live here because it’s a safe place with families and kids and people walking their dogs..

    The outcome of everyone’s life choices or non choices abilities or disabilities are not by default my burden to bare.

    People who are homeless frequently report health problems.

    •38% report alcohol use problems

    •26% report other drug use problems

    •39% report some form of mental health problems (20-25% meet criteria for serious mental illness)

    •66% report either substance use and/or mental health problems

    •3% report having HIV/AIDS

    •26% report acute health problems other than HIV/AIDS such as tuberculosis, pneumonia, or sexually transmitted diseases

    •46% report chronic health conditions such as high blood pressure, diabetes, or cancer

    I was only able to determine a few addresses off Qwest as people like Bill Hobson or Tim Harris use their work addresses but I did not find anyone who lived on Magnolia, Queen Anne or Ballard. One woman lives in North Seattle, just north of McGinn’s house, a couple live over in the Mt. Baker neighborhood and one on Capitol Hill. These panels usually consist of people living in Magnolia, Laurelhurst and Mt. Baker.

    The current tent city is directly across the street from my office. This is the second time in the last year or so that I’ve been able to watch the operations of the tent city up close. I can say without any hesitation that the “city” is very orderly and that I have neither seen nor heard of any increases in crime or feeling less secure.

    The first time they came to this location there was a lot of confusion and people seemed to be moving in and out on a daily basis. This year it looks like they have worked out the operational kinks and everything is very orderly.

    As reported, this will not be the “tent city” as it currently exists–moving around when they wear out a welcome.
    This proposal is for a permanent shanty town. These are common in third world countries and on the outskirts of large cities in developing countries.

    As others have commented, the individuals who stay here do so by choice, choosing not to avail themselves of the generous social services offered in Seattle( in comparison to other US cities.)

    Granting squatter’s right to this group opens the door to unrestriced camping all over the city, and “serves” a small percentage of the needy community.

    Undoubtedly, this will cost us all money( set up for services, garbage, medical care, police, etc) which could be better used to train, treat and transition those who actually want a way out of homelessness and to move beyond the tent city.

    People in Medina or Mercer Island would never tolerate this.

    I think we’re looking at a one term mayor.

    My boyfriend works at the church in the u-district that is currently allowing their parking lot to be used for Nicklesville, and I can say from observation that the camp is very well contained, has sanitation on site, and the people are very quiet. Every time I walk by I completely forget they are even there. They are very organized and polite (oh my god! they’re human beings!) – and almost no one is insane or ill, and drugs aren’t tolerated.
    People who are truly messed up tend to be loners and stay away from communities like this. The people at Nicklesville are not the “average” homeless population – I know this from not having a car for 20 years, having worked in libraries for five years, and having lived in low-income areas for my entire life.
    And – FYI – most of them have improvised tents made from tarps, just in case you like your homeless to be really abjectly poor.

    In all the time that tent city has been around I don’t believe I’ve heard of much crime at all coming from there. There’s plenty of crimes committed every day by people who have homes though. That being said I don’t thing we should allow our parks to become campgrounds.

    I agree with the above poster who notes that homeless that live in a community are more likely to be organized and conform to the society there. The druggies and crazies tend to be out on their own and stay away from organized communities.

    Well, both those sites are really pretty non-residential; And I think it would be alot more realistic to refer to those areas as Interbay, its really a stretch to call that area Magnolia.

    There is a big population of camping homeless under the Emerson Bridge, perhaps that area would be better?

My family and belongings are too valuable to jeapordized in this outdated, expensive experiment.     This is awful. If you go to their site- they are looking for a permenant “village” to support 1000 people.
    How is that ending homelesness? This is encouraging it if anything. Making it easy to continue to do nothing because you will get what you need at the exspense of others.

    This country needs to address the “homeless” problem head-on. I propose a permanent “city” be constructed on cheap RE (e.g. Neveda, AZ, etc.).

    The city will provide army barrack type living with bunks, latrines, and a mess hall.

    All able bodied residents are required to work 8 hours a day in road repair, agriculture, or vocational work. In return you get food and shelter and limited training for some factory/vocational work.

    Not a place you would “want” to live but does provide a humane way to really help those in need. Otherwise, it’s “hot potato”……

    This isn’t about just 100 or 150 people in tents. This is step one of Share/Wheel/Nickelsville’s desired 1,000 person permanent “eco-village.” Eco-village is the euphemism on their website for a shantytown with a garden. Maybe that seems better, somehow, than moving from shelter to shelter, or sleeping in the streets if the shelters are full. But what’s lost in the advocacy is that — no matter whether you call it a “permanent encampment,” a “shantytown,” or an “eco-village” — this simply institutionalizes homelessness, rather than addresses the root causes of homelessness so as to eliminate it. This bad idea for substandard housing on public property doesn’t belong anywhere in the City of Seattle, and definitely not on either Magnolia site.

    Of course I would be “concerned” if a homeless camp came close to my neighborhood, however, I cannot turn my back on fellow human beings and just say “not in my backyard” because I wish to preserve some (false) sense of security by keeping a camp like this away from my home. Especially if what several other posters have said is true… they have experienced the tent city for themselves and have know it to be orderly and well run. Homelessness is a real problem. If you think it’s inconvenient for YOU, think of how it feels to sleep on the street. Wherever this camp ends up… it needs to be close to services and transportation that are needed by the people living there. It would be wonderful if people didn’t have to end up in tents in the first place. There are organizations in Seattle who are very committed to ending homelessness. I personally choose to give my volunteer time and money to Plymouth Housing Group. (PlymouthHousing.org) They provide housing in tandem with much need social services and counseling. Consider giving a donation to Plymouth. I hope those on this blog with such visceral reactions to this topic already give their time or money to Plymouth or a cause like it. (You do, right?) And then be thankful each night you have a warm home and a bed to sleep in.
